RESOURCE GUIDE

Navigating IEPs & Special Education

Understanding the Special Education process in New York can feel overwhelming. We're here to break down CPSE and CSE pathways with clear, step-by-step guidance for Western New York caregivers.

Understanding Your Child's IEP

An Individualized Education Program (IEP) is more than just a document—it is a roadmap for your child's success in school. In New York State, the IEP outlines the specific special education services, supports, and accommodations your child needs to thrive in their learning environment. At Blossom, we help Western New York families navigate this process with clarity and confidence.

Your Voice Matters

You have a legal right to participate in every step of the IEP process. You are an equal member of the Committee on Preschool Special Education (CPSE) or Committee on Special Education (CSE), and your insights as a caregiver are essential.

Early Childhood

CPSE (Ages 3-5)

Every New York school district has a Committee on Preschool Special Education. They coordinate free support for toddlers transitioning from early intervention or those starting their learning journey who need extra help at home or in class.

  • District-led developmental testing
  • Creating the Preschool IEP
  • Designing your child's support plan

District Support for Your NY Student

In New York, your local school district provides these two specific teams to help your neurodivergent child receive the tailored education they deserve.

K-12 Years

CSE (Ages 5-21)

When your child reaches school age, the Committee on Special Education in your home district takes over. This team ensures your student has the right accommodations and civil rights protections through high school.

  • Collaborative yearly reviews
  • Transitioning to adulthood
  • Setting goals for academic success

NYS Special Education Roadmap

Following the specific New York State process ensures your child receives the right support. This general guide is not legal advice; please consult your district or an advocate for specific help.

1

District Referral

The process starts by submitting a written request to your local school district. Depending on your child's age, this referral goes to the Committee on Preschool Special Education (CPSE) or the Committee on Special Education (CSE) to request a formal review.

2

Evaluation Phase

Qualified clinicians will perform a variety of assessments to understand your child's developmental and academic profile. These evaluations are essential for identifying strengths and determining exactly where support is needed within the educational environment.

3

IEP Meeting & Decision

You will join the CPSE or CSE team to review results and determine eligibility. If eligible, you will collaborate to create an Individualized Education Program (IEP) that lists specific goals, necessary services, and appropriate classroom accommodations.

4

Ongoing Review

Once the IEP is signed, services begin. Your child's progress is tracked throughout the year, and the committee stays active by reviewing the plan at least annually to ensure the support evolves alongside your child's growth and changing needs.
